the inspection contents include: the basic situation of the enterprise, whether all waste water of the enterprise is collected and treated, whether the waste water treatment facilities of the enterprise are in normal use, whether the discharge outlet sampling monitors the water quality to meet the discharge standards, whether the online waste water monitoring facilities are in normal operation and other solid and hazardous waste and waste gas treatment condition.

1. work objectives

taking special law enforcement inspections as an opportunity, companies that have discovered environmental problems will be investigated and punished according to law, and rectification will be in place. at the same time, continue to strengthen the supervision and law enforcement of ecological and environmental protection, take precautions against the requirements of industries with prominent ecological and environmental problems, draw inferences from one instance, conduct in-depth investigations into the shortcomings and weaknesses in the prevention and control of water pollution, and urge enterprises to make immediate changes to achieve rectification an industry should be regulated, and an industry should be up to standard, so as to prevent ecological and environmental risks from the source and effectively implement the main responsibility of the enterprise's ecological and environmental protection.

2. job content and requirements

(1) clarify the object of inspection

relevant areas involving key regulatory units for wastewater discharge in chemical and pharmaceutical industries (including pudong, jinshan, baoshan, songjiang, qingpu, jiading, minhang, fengxian, xuhui, changning, chongming and other districts and shanghai chemical industry zone, lin hong kong new area, etc.) carry out comprehensive screening and inspection of key units (see appendix 1 for the list of inspection units); for enterprises not on the list, carry out random spot checks in accordance with the requirements of the city's ecological environment "double random, one open" supervision work.

(2) determine the inspection content

1. the basic situation of the enterprise. for chemical and pharmaceutical enterprises that have been established, mainly check the pollutant discharge permit system documents and environmental impact assessment approval documents, as well as the implementation of the ecological and environmental protection requirements proposed by the documents for the project, and understand the production status of the enterprise, pollutant treatment process and operation of treatment facilities, etc. condition. among them, for the pollutant discharge permit holders, check whether they discharge pollutants in accordance with the approved items of the pollutant discharge permit, especially the discharge of waste water up to the standard and the validity of automatic monitoring data, as well as management account records, self-monitoring, execution reports and information disclosure the implementation of environmental management requirements; for non-certified units, in accordance with relevant laws, regulations and environmental impact assessment documents, check whether they discharge pollutants according to law and take pollution prevention and control measures. at the same time, check the treatment and discharge of solid waste, hazardous waste, waste gas and other pollutants.

2. whether all wastewater of the enterprise is collected and treated. including: whether there is leakage of waste water in the production process; whether rainwater, circulating water, and sewage are diverted; whether anti-seepage and anti-corrosion measures are taken for sewage collection pipes, and whether the final destination is clear; whether rainwater pipes discharge sewage; plant sewage collection and discharge systems, etc. whether the sewage pipeline setting is clear; whether there are redundant pipelines, movable submersible pumps and other equipment in the sewage treatment facilities, and whether there are illegal sewage discharges such as sneaky discharge or leakage; if the characteristic pollutant factors are discharged, the heavy metals in the discharge outlets of workshops or workshop treatment facilities whether to separate quality and flow.

3. whether the enterprise's wastewater treatment facilities are in normal use. including: whether part or all of the sewage is directly discharged into the environment without going through the treatment facilities; whether the untreated sewage that meets the standard is drawn out from the intermediate process of the treatment facilities and directly discharged into the environment; whether part or all of the treatment facilities are stopped; use of treatment facilities according to regulations, or inspection and maintenance not in accordance with regulations, resulting in non-normal operation of treatment facilities; violation of the conditions required for normal operation of treatment facilities, resulting in other situations in which treatment facilities cannot operate normally.
